In a recent report, Green Recovery: The Case for Climate-Forward Stimulus Policies in America’s COVID-19 Recession Response, authors Rhiana Gunn-Wright, Kristina Karlsson, Bracken Hendricks, Kitty Richards, and David Arkush argued the importance of enacting climate-centered stimulus policy as a response to the COVID-19 recession.


In this follow-up brief, Gunn-Wright and Karlsson examine the green investments included in the American Recovery and Reinvestment Act (ARRA), the stimulus response to the Great Recession. In conversation with three of ARRA’s climate policy architects, the authors discuss the successes of those green investments, the limitations policymakers faced, and how a new round of green stimulus can be designed to further advance climate mitigation goals.
